When you download things from places other than the sims 2 website, your downloads will be in WinRAR or ZIP format.
Once they’re downloaded move them to: My Documents/EA Games/The Sims 2/Downloads.
Once they’re in there right click on your downloads and go to “Extract Here”.
This will extract files that end in “.package” format. Those are the things that will actually show up in your game. That’s it. That’s probably why your downloads are not working, but that should help. Feel free to email me if you have any troubles. Good luck

Make sure that whatever your downloading doesn’t require a mesh. If it does require one, you need it for the items to show up in the game. TSR is a great site, but a lot of the clothes there require meshes. Meshes are usually included with the download, but if they’re not, the creators will usually tell you where to find the mesh.
